Here is a solution for dogs that won't pee outside in snow? Grab a tarp from your local hardware store. You will need 4 stones, cinder blocks or anything around the house to hold down the corners. Place it on ground before it snows, close to the door you let your dog outside. Then when it slows down on snowing or even stops, you can uncover the tarp and you have fresh green grass for your puppy to poo!

Good idea. We don't have any pets that need a grassy area, however, I think that would work well in our breezeway and carport area where we have to walk.

I'm going to be ready next time snow and ice is predicted.

We went one step further. We put up a portable tent off our carport for the dog. We take it down in the spring. It's worked great for the last 2 years. Nice green grass inside for Penny to do her thing. We do have to shovel a path to it if there is too much snow, like with the Jonas snowstorm but it beats cleaning up a mess inside. Your idea is much cheaper, though. Good thinking!
