Luggage locks are usually cut off at the airports. I use plastic zip ties where the locks go. If they are cut off, then you know someone was in your luggage. Cheaper then a replacing a cut off lock. Works great.
If airport security needs to open your luggage, they will cut old style locks or zip locks, but if you have the new locks (get them at a luggage store) the security people have keys to open for inspection; then your luggage can be re-locked and not available to other airport personnel or hangers-on. I really recommend them, especially if traveling overseas or if changing planes.
