I did see one of these a very longtime ago in a hardware store that had on it spools of wire they sold. The center rod would pull forward and the spool would be placed on this rod. After they could roll out the wire and the two side rods would allow the spool to turn easily.
Poe, sounds good except if you look in first photo, at the rod that is pulled out, there is a bracket attached to the end which would not allow a spool of wire to be slid on the rod. The bracket has 2, rounded slots which slide along the bottom of the 2 stationary rods. It appears that was to bring the remaining products forward easily as they were sold throughout the day. Is that what you see too?
This is still a mystery to me - any luck finding an answer?

This is really unusual but has to have a specific purpose and may have been widely used at one time - somewhere - as it looks 'factory made'.
Interesting that only the center rod pulls out and a very confined space.
I can only suggest you post the pictures on several media sites and perhaps someone will see it that has seen one used before. It may take a while and you may have to 'renew' your pictures but I feel sure someone will recognize it.
You can even post pictures on Craigslist (not for sale) just information.

Looks like a housing for old fashion spool holder for machinery threads!
Could it be used for canned goods? The rods would help them to stay even and level. The center rod that pulls out might be for pulling some forward or tiding the selves up.
