Possibly and antique/vintage towing hook. There's a photo on ebay of a VTG Antique Forged Steel Towing Hook & Chain that looks similar to the item you're asking about.
It definitely looks like it would be attached to something that needed a strong attachment.
Of course, found in the lake suggests it was used on a boat but still a mystery to me.
It looks like a handle to something that broke off
I dont think its broke. Looks like the chain hooks on the curved part at the end. I just dont know what it is used for. Thank you for your comment
