Vinegar, straight and let dry.

First get the area cleaned very good, all the edges around the toilet that can trap urine. (If a little boy is involved widen the radius to where they can shoot). Once the area is clean and rinsed, use an enzyme to soak grout, edges and corners.

Vinegar I'm sure works and is easily obtainable, but I just don't like the odor, everything smells like pickles. Most enzyme cleaners have a great smell, and the end result is no smell at all.
