Yes you can. Not all flooring is or needs to be glued down. I have a floating laminate wood flooring (no glue). It can be your choice which way you want to go.

It may but the flooring folksI hired put down 4 x 4 foot sheets of plywood before gluing the new laminate. I believe the adhesive bonds better to the clean plywood surface than particle board.

Foxrun41 is correct. It used to be that laminate floors were glued down with a latex glue called Mighty White. Particle board used to soak up the glue making the laminate floor only stick to various areas. The glue has changed, but I doubt the premise hasn't.

You could save some money and cover the floor yourself if you have the handyman skills for the job. The plywood flooring would not have to be very thick at all. Or you can let your installers do the task, which ever works for you.
