The anal glands probably need cleaned by the vet. If it is a skin irritation, try benadryl cream.

It sounds as if your pup has anal glands that are impacted. The typical symptom is the dog sitting and scooting its bottom across the floor.

This is a catch 22 situation. Small breeds are very prone to this. My assumption is that they lack the strength to completely empty their bowels and glands when they have a bowel movement.

Your vet or groomer can train you how to empty the glands so you do not have to pay for this to be done. Typically, a groomer of small dogs, such as poodles, will empty the glands as part of the grooming process. Good luck!
