Preheat oven to 350 degrees. Grease 9x13 inch pan. Combine oatmeal, 1 1/2 cup flour, brown sugar, salt, and soda. Mix well. Stir in margarine. Reserve 1 cup of the mixture. Press the rest in pan. Bake 10-12 minutes until light brown. Cool 10 minutes. Top with nuts, chocolate chips. Mix caramel topping and 1/4 cup flour until smooth. Drizzle over chocolate chips and nuts to within 1/4 inch of edge of pan. Sprinkle with reserves oat mixture. Bake an additional 18-20 minutes until golden brown. Cool. Chill until set.
