Saw this on TV, cannot remember her name but she's an English woman and specializes in cleaning things, anyway she used hairspray and it came right off. Good luck
You didn't specify if the scuff marks were just colored markings, or if the marks were roughed-up surfaces. Try Mineral Spirits or Goof Off if the markings are just the color-varities.
