Brown beef on all sides in a small amount of oil in heavy skillet. Add onions and mixture of mustard, paprika, brown sugar, salt, vinegar, Worcestershire sauce and ketchup; mix well. Stir in 1 cup water. Cook, covered, over low heat for 2 1/2 hours or until very tender. Blend flour with 1/2 cup water. Stir into skillet. Cook until thickened, stirring constantly. Serve over hot cooked noodles.
