My 14th birthday is in two weeks and I have absolutely no idea what to do. And I don't want it to be babyish or super girly. I don't know if I should invite 3 friends or just my 1 best friend.

it sounds like you don't need a huge loud get together for you and your friends to have a good time. That is good because it lessens the pressure. Also it sounds like your friends are a close knit group so pretty much anything you undertake will be good. As well, due to the small number present, it opens up your options re. doing special things on a not-huge budget
i would recommend if the $ allows going to do something really special depending on your interests. IE if yall really like the theatre, go to an actual theatrical production, possibly in a neighboring big city. Or if you like sports, go to an actual game. Or maybe go to a nearby beach town or mountain town, or go on a hike.
Go to a nice lunch and then a movie.
