You might want to see if you can rent a pool area in a hotel and host a pool party for you and your friends. There are some hotels that have indoor pools that you can rent for a few hours. This should not be too expensive and your mom could make some snack foods and a cake for you. This shouldn't cost too much at all to do this.
I had a small party doing a paint night. My friends and I went to the location of the painting I choose. The instructor guided our painting while we enjoyed ourselves. .
Do you have a downtown area where you are located...maybe one with a fancy hotel in the center of town? We have one that is like that in my town and the have a tea party that is a lot of fun. It doesn't cost that much and you and your friends can sit around the table, eat, chat and take photos for social media. After tea, you can sit in the hotel lobby and people watch!!
Another fun thing to do if you are near a city is to take a few friends and play tourist. We have things like a double decker bus that takes you around the city. It is a lot of fun. We also have river cruises that are not expensive.
