Can Fire Damage Light Fixtures?

I had a fire at my business, and the breaker box that got burnt up provided power to eight large 400W stadium fixtures that were mounted on poles well away from the building.

There are also eight 8' florescent fixtures in another building that used too get their power from the same box.

After providing power to them from another source, the 400w fixtures have all failed but one, and only three of the eight florescents light up at all, but are very dim, Could they have been damaged by some sort of power surge when the breaker box burnt?
