I would like to donate new all occasion gift bags, tissue, and ribbon to an organization. I live in Massachusetts.
Maybe you should try a Women's/Children's shelter, also Nursing homes, Girl Scouts, Churches and schools. You could also advertise on FreeCycle, be sure to put your area code for takers near by. Here is the government website for your state. They have all the donation centers listed here. The one that caught my eye was called Reuse Marketplace. They also have listed a few of the popular names that we all know and have used in the past.
When I have an abundance of items like this I usually try to donate them to one of the non-profit thrift stores that I know do good works in my community.
I hate to say it but Goodwill is always on the bottom of my list but this may not be the same in all areas so I cannot say it is not a good place for items like this. My local Goodwill shops sell so much of new cheap packaged goods that about all you can find are clothes and some household goods. Our Goodwill is usually referred to as the Goodwill Boutique.

I have had a lot of experience with the Hospice Thrift stores and I know where their money goes so it is usually first on my list.
Be sure to get a receipt for your items as you can now claim some donations with IRS even if you do not itemize your income.
Thanks for being a 'giver' and thinking of helping others as this may be a slim Christmas for many families in all countries.
I am all about micro charities so if your neighborhood has any free pantries--places where people put food, take some, leave some, I would put it in one of those places. People who need food may also want to have a brighter holiday which your donations could give.
The other suggestions I have are to offer them on your local neighborhood social media groups--like we have NextDoor.com for our zipcode, we also have several local Facebook groups (free groups).
You could also contact your local Volunteer Fire Department (if you have one). Ours often has a toys for tots drive and they need paper and bags for those projects.
