This is a common need as pet food is going up in price just like everything else.
We can provide some suggestions but you will have to check out the sites, complete the forms or call for information as all sites will have specific questions to see if you qualify for assistance.
This will take time and persistence as most places do not provide assistance on an ongoing basis.

I would suggest you contact your local humane society first to see what they offer and ask for names of any other organizations that might help.

Have you asked any local places like Pet stores, vets, animal shelters, or food pantries?
I can provide several sites to visit to see what is available in your area (zip code). As I said, you will have to contact them yourself.

Your state may have something like this:
/html/florida_free_pet_food_pantry.html

Since you say you have low income, you are probably receiving food stamps for your monthly food supply; why not consider sharing your leftovers with your cat (s)?

Some animal shelters have a pet food bank. Ask your local shelter if they have it.

Search pet food banks and meals on wheels programs in (your city)" using search engines.

Talk to your grocer about saving dented and newly out-of-date pet food items and donating them to you or to a shelter where you may be able to avail yourself.

Also, the Humane Society of the United States maintains a list of national and local organizations that offer free pet food.

I found an offer:
PawTree offers a free sample of their pawPairings Superfood Seasonings, but you have to pay the $2.95 shipping/handling fee

Also you can win a bag of treats (valued at $14.99), the prize will ship for free, but you have to purchase any pawTree nutritional item and complete the testimonial submission form

You can also save money by giving your cat occasionally harmless and sometimes even healthy human food.

For example many cats enjoy small pieces of cantaloupe, honeydew or seedless watermelon, plus, melon is high in vitamins A and C.

Your cat might nosh on some cooked carrots, but avoid raw ones as they may be a choking hazard.

A little bit of white rice wont harm your cat. In fact, it might be helpful if shes having some digestive issues.

Pureed pumpkin has fiber and nutrients that can help with everything from constipation to hairballs, but skip the spice.

Oats have lots of fiber, iron and even protein, all of which are beneficial to your cats overall health.

Cooked eggs are another healthful food you can share with, because they are protein-rich food.

Spinach is high in vitamins, although it should not be given to cats with kidney or urinary problems.

Talk to your vet about the best food to feed your cat daily.

Try a Buy Nothing or Freecycle group.

Please call your local food pantry. Mine usually has pet food on-hand.

If you live in the UK, then try this Purina's offer:
Try Go-Cat Senior For Free

www.purina.co.uk/.../senior-try-for-free

If you live in the USA, then check the Meals On Wheels America Pet Assistance program: the Meals on Wheels Loves Pets (check your local program)

Along with calling your local humane society and food pantry, you can try churches too. They are always willing to help if they can. And in my state of NC, people can call 211 for information about assistance, especially food. Your area probably has something similar.
