I am not really sure which one you actually want because here is the country bear wallpaper boarder listed here - www.worthpoint.com/
There were 3 different design made in this particular bear motif so you'll have to define which one you're looking for. The one design that has all the matching 'accessories' is the most popular and I believe it is called Country Bear. This pattern can be seen on this site (but it is not for sale).

You will not be able to look for this through any stores that handle discontinued patterns as this was sold by Fingerhut in the 1980's so it was never sold in regular wallpaper stores.
I have not seen any wallpaper borders for sale anywhere (lots of dishes etc) and no evidence of any being sold anytime recently.
The only way that I can suggest is to search on eBay and Etsy at least every 2 weeks and that can get tiresome after a while.
You can do a search on eBay and then request to be notified if this item is listed. This does not always work like it should so I would not really count on this notification process.
I can tell you that should any of this border be listed for sale it will be sold within 48 hours - even listed on any site.
You can also Google the name - TIENSHAN THEODORE COUNTRY BEAR Wallpaper Border - occasionally and it should show up if listed on any site.

We see a lot of links given to WorthPoint about buying and actually, WorthPoint does not sell anything - never/ever - they are a resource site for appraisers and such to find what items have sold for - anywhere like online (eBay especially) most auctions (like the big name auctions you see advertised) and they have the resources to do this. Their library may have sales from 25 years ago.
I know that it may appear that WorthPoint sells these items but to even find out what this item may have sold for or when it sold (and this item sold on eBay 5 years ago) you have to have a paid membership.
If you look at the link carefully you will see the site that originally sold this item. In this case it was eBay and, as I mentioned earlier, this item sold over 5 years ago.
It may take years - or weeks? - to find this border but if you put it on your calendar and keep looking you may find where someone has some to sell.
You can always go to any site that lets you place a wanted ad and list your request but you'll have to renew it every month or it will be lost in the past.
