Identifying Small Black Insects in Garden Soil?

I have what looks like small round insects in my soil. What can they be? They don't really resemble ants except that their black. The soil is infested.

They could be black beetles. Without a photo, it's hard to tell.

are they beetles or do they have segmented bodies? Do they have wings (I assume not)? How big are they? where doyou live IE is it humid, dry etc?

from what I see they are not terribly dangerous but help with decomposition process
