The engine will start if jumped, but it runs for 3-4 minutes, shuts off, and won't turn starter over. The lights don't come on. The battery is one month old.

You sound like you have an issue with the tractor draining the life of the battery. This normally is because of an alternator and it is not charging your battery. Take the battery and get it fully charged. See if the mower starts now. If so your next step is to get the alternator fixed.
I think it is the alternator. I had a similar issue with a car once.
