Can you mix permanent hair color (say, Ion Brilliance 3N or Clairol Soy4Plex 4A) with demi-permanent activator (such as Wella Color Charm activator) if you want Demi results?

No. Use the developer recommended for the product.

To have products work at the best, don't mix and match. Find what you need from one product and follow their directions.

Mixing and matching can cause poor performance and hair damage.

This is not a good idea and can cause bad results when done. I would stick with one product and use the developer that the product recommends.

No, I would not suggest mixing. The formulas are made a certain way for a reason :)
