I got a perm at a salon and it didn't take. I went back and she redid my perm. My hair is short and still is not holding curl; it looks like a scrunchy mess. I went to Sally's and got some leave in conditioner to hold the curl. I don't understand why my hair did not take. I'm upset cause I spent a lot of money for hair that didn't turn out curly.

I would ask for a refund. She tried to fix it and it is not curly. You dont and do put more chemicals into your hair in such a short time.
There are just some people who have hair that is difficult to perm and a perm holds in their hair. My grandma was one of these people. Since it was done twice now it is not possible to try again in such a short time. This can really damage your hair.
Definitely go back to to the salon again to show them. Some people's hair is harder to perm. My mum used to get the slightest wave out of them, but that's just how stubborn her hair was.
