I would use a solution of warm water and a few drops of Dawn. Dawn cuts grease

Warm water and a whitechamois should remove it. If it has set too long, try a little vinegar on the chamois. Do not use anything abrasive or you risk scratching the paint. If you don't have a chamois, an old white tee shirt would work.

white water, soap, vinegar shoudl do the trick

do many applications and rub softly v the alternative so as to not damage the paint
