A little bit of hair spray on a white cloth should work. Just gently rub the strands and it should wick it away from your hair and on to the cloth.

Be sure to wash out the extra hairspray with cool water when you are down.

Well, since you do not have the main choices - hairspray or alcohol, this may be difficult.

Have you tried a couple of good shampoos? Sometimes that will work.
Someone mentioned baking soda - is that available? Maybe make a paste and work it in.

Others have said GooGone but you may not have that either.

Here are other suggestions so maybe you will read something that you have on hand but try shampoo also.
