Troubleshooting Problems with an Electrical Circuit?

I'm getting power to my light switches, but no power to my receptacles in my living room unless I connect a jumper to it. How do I repair this?

My father was not only an electrician, but a college professor who taught it. His rule was this: Electricity can kill you. If you don't know how to repair it and have to ask friends and such who are not licenses electricians, then you need to call an electrician. The wrong advice can cause fires, severely burn or even kill.
