The ratio of liquid developer to bleach powder is not critical. What you will want is a creamy mixture that is stiff enough to stay put but no more. Set aside an amount of powder you think will be enough for your project when mixed with developer (H202 10-20-30-40 vol).
Tightly close the unused portion and store in a cool, dry place.
