My husband smokes and the ashtrays are not fun to clean. A long time ago I heard that if you lightly spray a clean ashtray with furniture polish and allow to dry, it will make the surface of the glass or ceramic slippery and it will be a cinch to clean.

Also you can use kitty litter in the ash tray. The non clumping cheapest, no additive type. It cuts some of the stink and easy for smoker to dash (smother) his butt.
Just let him clean them and maybe he will stop.
