Okay so I like to plan early and I just want some suggestions on what to do. My parents are kind of strict on what I can and cannot do. So I can't think of anything. And they don't want it to cost too much.

I think that a sleepover at a hotel for a mixed group of 14 year olds is totally inappropriate. I wouldn't even consider it for an all girls party, unless it was in conjunction with a trip to the city (assuming you don't live in one) to go to a concert or some other special thing, with your mother along, for, at most, three friends. And such an outing wouldn't be inexpensive.
Stop thinking that every party has to be something earthshatteringly exciting and novel. The purpose of a party is to get together with friends and have fun. If you can't have the party at your home, have it in a park, and do a wiener roast and some sort of games that you all enjoy - like softball or soccer or a treasure hunt. A party at a pool or at the beach, if the weather is good, is always fun.
