I want to shave. I'm 14, my legs are hairy, and I'm an athlete. I don't think it looks nice if a girl has hair on her legs. I do! I asked my mom if I can shave my legs and she said no. The reason is because when she was my age she also had hair on her legs, she didn't shave because I think that her mom didn't let her. So I went and asked my dad if I can shave it and he said yes. Yes, No, which is it?

The only way I could shave my legs at your age was to use a product like Nair. Maybe your mother will agree to that.
First, please bring both your parents together and sit down with them. It is not cool to play one against the other since one said yes and one no.
That is not fair to them and I think they will offer you respect for being very grown up that you sit down with them both and have a quick chat.
Be sure to have the chat in a quit time and not when either of them are harried or busy. Like don't bring this up while mom is cooking or dad is just getting home from work or either of them are in the middle of dealing with things around the house.
Find a quiet time and say "hey can we chat for a minute....I need your help with something"...and then spell it out...calmly!
This is not an easy topic. I am willing to bet this has nothing to do with the act of shaving and that saying you will use something like a depilatory will not solve your issue. This is all about you growing up and your mom wanting to keep you young.
I am sure your mom is thinking what my mom did when I was your age that when you start shaving it is a lifetime commitment and she wants to protect your childhood a little longer by saying no. Saying yes means you are growing up and that is hard for mom's to digest.
Your dad probably just said yes because he is uncomfortable with the topic and it is just easier to say yes and get you to stop talking about it. Dad's are like that (at least mine was).
Just share with them that you feel this is important so you have better self esteem. If someone is bullying you or making fun of you for having hairy legs, make sure your parents know. That kind of behavior is not acceptable and parents need to be made aware of it.
Growing up is hard and parents have a hard time letting kids grow up. My handling this in a mature and calm way you can show that they are doing a good job raising you and maybe your mom will reconsider!

PS...As an aside.. PLEASE careful if you you use a product hair remover. I had a terrible allergic reaction to one of those products and it left some scaring on my leg. It took YEARS for it to fade. I friend had the same issues on her underarms. That stuff can be wicked. Also, you are much to young to consider any of those laser treatments...they can be very dangerous and VERY expensive. Safety first!!
I had your problem when I was 11. I took my Dads razor and put soap on my legs and shaved them. I don't recommend that. My girlfriend was allowed to bleach hers. She would sit at the end of the tub and pour hydrogen peroxide on her legs for hours. I don't recommend that either. I do think that at 14 years old you can make the decision to take your allowance and buy a pink Venus razor and some quality girls shave gel in pink and shave your legs in the shower.
