I just shorted out my circuit breaker twice in five minutes. It may have been my rice cooker and laptop both being plugged into the same circuit. This is a rented apartment and the box looks like it's never had anything inside changed. Could someone tell me if this looks as unsafe as I think it does, or whether I'm just being paranoid. It looks dodgy.

You are absolute right this breaker box doesn't look safe at all. I would definitely contact the landlord and have this fixed. If you want to use your rice cooker again, I would suggest moving it to another outlet in your kitchen or unplugging everything in your kitchen except what has to be plugged in.
Get in touch with your landlord soon before there are more problems and a fire starts.
