I have a Brother Odyssey 8060 sewing machine. While the feed dogs move back and forth and go up they don't seem to lower or feed the fabric through while sewing. I have cleaned it out and removed the needle plate to make sure no dust or thread and fabric were stuck.

This sounds like the pressure food that holds the fabric in place is not lowering down all the way and there is not enough pressure on the feed dog to feed the fabric through. I would redo the pressure food and check this area. There are times when you think it is right but you do it again and the machine will start feeding the fabric again. Make sure when you lower the pressure food the material is held in place so the feed dog can move it alone correctly.
The timing may be off. There are YouTube videos on how to fix this, but it is not a job for beginners.
