Ford Ranger Heater Won't Turn Off?

We have a 1997 Ford Ranger pickup. The heater is turned off and the blower is turned off, yet it is still pouring heat into the cab. Any suggestions?

I don't know how to fix it, but you can remove the fuse to stop it.
