Hoover Power Pro XL Leaking?

I had just fixed the belt on my Hoover carpet cleaner. It had worked perfectly fine with the hose but it wasn't working as a regular carpet cleaner obviously because the belt was broken. I took it apart, put the new belt on and all the sudden now the water completely comes out within a minute onto the floor. I didn't even press the handle or anything, it just came out and it did suck the water back up but there was a long thick plastic piece that I could not find where it would go. I have searched YouTube and could not figure out where this piece would have went.

Can anybody help me figure out how to fix this? I had let somebody use it and all the sudden it's broke and they had put bleach in it so I did clean it out but there must have still been bleach in there so now I have a half bleach carpet.

Here's the PDF manual that may help troubleshoot the problem.

I'm not sure that I have seen this many videos about any item as this one has. Either this is a widespread problem or fixing instructions are confusing.
It seemed that most people had a little different problem than what was being fixed on the videos.
I'm not sure that Hoover support will be of much help but you can contact them just in case.
I did notice they show a 2-year limited warranty so check that out.
They do have their manuals for download so maybe you might find that 'piece' you're not sure about.

It is not properly installed. Use the Hoover owner's manual to view how to properly install.
There is parts diagram:

You need to reinstall the belt. I think this video tutorial Hoover Dual Power Pro Carpet Cleaner Flat Belt Replacement will be helpful

Check if you have installed the correct belt.
