This is Hypogastrura Nivicola - called Snow Fleas - not actually a flea.
Another name would be Springtails , this insect doesn't fly . They look like little tiny black dots , like pepper . They don't really bother people , they love vegetation , moisture , decay . www.bing.com/.../search?q=snow+flea+larvae+pictures....

They don't look like inset eggs they look like larva from flies. Normally insect eggs are more round and these are long and slim. The larva is more like what you are seeing here and not eggs.

You should remove the curtains and wash them in really warm water to kill the larva.

This is difficult as even when looking at an enlarged picture it is too difficult to pick out a distinct form as some look like specs while others seem to be long.
If you have already removed them from your curtains and had rather not have to take the curtains down to laundry, I would suggest you dampen a white cloth with white vinegar and wipe the area of the spot 2 or 3 times (maybe wipe from the center out).
Do not use a dripping wet cloth and do not spray the curtains with anything as you will probably have a larger 'clean' spot that will stand out and then you'll probable have to take them down so you can clean the entire curtain.

Curtains that have been hanging for a while, even 2 or 3 months, will have picked up 'dirt' from the air and can only be wiped gently with a damp cloth or the clean spot will surely stand out.

If you find something like this again, try to take a close up picture and more than one so maybe someone can see the image better.
I'm not sure anyone can really identify these (but maybe so) but you can send the picture to your county extension agency and they may be able to help you.
They'll need to know what type of material your curtain is made of.
