Identifying a Figurine?

A small brown figurine with an open mouth.Can someone tell me what this is? My mother has had this for years now. Originally came from my grandmother. He has no markings but has a hole for his mouth, for his eyes and on the top of his head. I thought he may be some sort of insence burner but the bottom and back have no openings. He is made out of clay. And 8-10 inches tall. Anyone know what he's used for or is he just decoration?
