I've no cold water in my wash hand basin. The water is filling very slowly in the toilet. The cistern tank is full up in the attic and the ball cock is fine. What else could it be?

No cold water

I have never seen one that I know of, so I am going to suggest it is probably something that needs a professional plumber or handyman who has worked on them before.
My house has had plumbing issues since day 1 after a particularly horrible DYI experience, I gave up and always call the plumber.

This is definitely something that I no experience with so I can only offer something that I read that was from a similar question/problem.
"Try connecting a hose from kitchen cold tap (main supply) to bath or washbasin cold tap. Open both taps and reverse flow the pipe back to the attic tank.This usually clears any blockage."
