Pool Wiring GFCI Keeps Tripping?

Our pool only has 3 wires going in, 2 hots and a neutral, there is no ground. It was working fine with a regular breaker, then someone pointed out that it needed to be a GFCI breaker. Anyways, I installed it and as soon as you set power to anything it trips. We bought a 30 amp 220 GFCI and a 20 amp 120 DFCI. When you undo the pigtail wire that comes on it it works, but that defeats the purpose.
