We have a 5 month old Shih Tzu. The other day she ate and drank like normal, but today she drank normally, but only ate a small amount of food. Then she leaves and comes back after how many minutes. But she cannot finish the food that we gave her.

You would want to see a vet.
I would not worry if it is just one day. If it continues or she stops drinking I would call a vet.
Sounds like she eats but in her own time. Dont leave food out all day. Set a regular time. If it is hungry it will eat.Try warming the food in the microwave before giving it. NOT HOT. This makes the odours of the food more appetising.
If she continues to not want her food for another day or develops any new symptoms you need to see your Vet right away. Some puppy illnesses can be very serious and you dont want it to get ahead of you.
I have had 2 Shih'tzu's. The one I have now, Precious is her name, can be a finicay eater sometimes also. I always have dry dog food and fresh water out. I feed Precious and her sister Lucy, a small amount of wet canned food 2x a day. Somedays, she just doesn't want to eat in the morning. I find she just does't feel like eating at the time. She will usually eat when she gets hungry.
