My son has been receiving survivor benefits from his dad who passed in September 2014. However he just turned 19, and is a full time student, and suffers from PTSD, has low self esteem due to being overweight, and was born with club feet. Due to COVID 19, he is unable to get a job and is due to have surgery in the next 2 months. Why wouldn't he be eligible to still receive his benefits until he graduates in 2021? We were told at the time we applied that as long as he is a full time student he would continue his benefits until the age of 22. If the law has changed wouldn't he be grandfathered in? I need help!

There were some changes made but I do not believe the age definition was changed.
First - he would have to be a full time high school student to qualify till he graduates even up to the age of 19.
However, if he has been diagnosed with a disability then you should discuss this with Social Security and see if different provisions can be made.
Survivor benefits can complicated as each case can be a little different but the COVID 19 will not make a difference in this case.
You will have to go to the SSA and find out what they tell you about his benefits (he will probably have to go with you unless checks are made out to you).
I believe his benefits are over unless you can receive more due to a disability.
The best answer is to check with your state and social services on this . Each state and particulars may very upon the benefits and situation of set up. This is something only they can answer.
I am assuming you are talking about Social Security benefits. It sounds as if you may have received some incorrect information. Is the young man a college student? Survivor's benefits stop at age 18 unless the young person is still in high school. The rule that young people were eligible for benefits as long as they were in college was done away with many years ago.
Normally when he graduates from high school the survivor benefits do stop. However, it sounds like your son has a few disabilities and he might qualify for disability insurance from social security. it will take some work and you will need to get letters from doctors and apply for the new benefits. I have never heard of survivor benefits going past the age of 19. It normally stops when he graduates from high school. You will need to make an appointment with social security. I think right now most of the offices are closed but they are accepting phone calls to answer your questions. Please give them a call and see what you need to do to get him started on disability benefits.
You don't mention where you are located, however, if you Google to find your US Congress representative that person can help you figure out about the benefits and offer you information on legitimate legal aid services if needed (never Google for Legal Aid--most of those are not legit).
This is the best avenue to go as they will have all of the current info at their fingertips.
I found mine by typing in congressman and my town name in the Google search bar. My guy had several offices not far from me so I could go (before COVID) and get help in person. I know mine at least, is now offering phone consultations.

PS Ask and they may be able to help you find a Legal Aid lawyer who can determine if your son qualifies for any disability services or payments or help. Also, they can help you if he needs health insurance or other community related services.
