I would consult a doctor about this. It should not do this.
Of course you need to consult a Doctor, there is care to help yourself with piercing. Sometimes this happens with your teeth, jewelry, or something catching unto the piercing, pulling it to tear your skin. The good part is that the tongue is one of the strongest muscle in your body. With proper brushing(even around the jewelry) , and mouth rinse with non alcohol product. You have to be very careful of infection. www.drugs.com/
You will probably have to take it out and allow it to heal (if your tongue ripped).
You can go back to your piecer and see what they say.
Return to the shop that did this for you as soon as possible and let them advise you as to what caused this and how to fix it now.
I feel sure they will remove it and tell you what to do to get this healing underway.
If you are not satisfied with what they do then go to your pharmacist and see what they say. They will/should be able to tell you if you need to see a doctor as they can tell if it is infected.
This could be dangerous so do not wait - do it as soon as possible but make it happen.
