I have this doll still in the original box and packaging. I am unable to find it online to have an idea on the value to list on eBay. Any thoughts? The item number is 12459.

Sadly, Judy is correct in quoting the value at approximately $10 as the doll market has been flooded with all brands, sizes, styles of dolls and very few are selling for more than $25 and usually less.
New in the box is common as most of the dolls were purchased thinking they would increase in value but that has not happened.
There are presently over 600 Heritage Signature Collection dolls listed for sale on eBay and many more on many different sites. I do not believe there are any 'special' dolls that will be more valuable than another so you can use almost any same size similar doll as your model for posting on any site.
eBay's sold site shows dolls selling as low as $.99 but no higher than $40 & that is with free shipping which will cut it down to approximately $25.

This is a mass-produced doll that is probably worth $10.
Sadly because most people selling dolls are flippers, they do not care about naming them correctly or describing them well, which is why you can't find her online.
When valuing, best to put the brand and the size and average the selling (SOLD) prices to get an asking price.
Unfortunately this brand was on the lower end when new and remains on the low end now. They average sold values of $1.99 to $15, Part of the low values is the cost to ship is so high (in the US because of dimensional shipping) that the selling prices have plummeted (that and there are glut on the market).
Best to try to get what you can for her at in in person venue, consignment shop or yard sale/flea market. This way you don't have to deal with shipping.
