Cut beef into 3x1 inch strips; brown in pan. Transfer to slow cooker. Combine next 7 ingredients; pour over beef. Cover and cook on low 5 to 6 hours. Add tomatoes and green peppers. Cook on low 1 hour longer. Make paste out of water and cornstarch. Stir into liquid in slow cooker and cook on high until thickened. Serve over rice or noodles. Serves 6 to 8.
