I see all kinds of Christmas shower curtains in various catalogs, but not actual liners. Google Christmas shower curtains and see what you find.

Get a solid and paint it! Joanne fabrics and stores of that ilk have all sorts of great paints. Even if you do a candy stripe! Also, tho I've not done it, could you use some of the "press-on glass" decorations (which you even find at dollar stores) and use them on the outer side of a clear curtain.? I'm a firm believer in starting at the dollar stores and continuing to the craft stores.

So many inexpensive options. We're talking about a liner here! Make sure it complements the curtain itself. Don't overdo.
