Roll meat in flour and spices. Brown onions and green pepper in shortening. Remove onions and green peppers; brown meat in remaining shortening. Cover meat with onions and green peppers and sprinkle rice over this. Top all with tomatoes. Sprinkle remaining flour over this and add the water. Cover tightly and simmer very slowly approximately 1 1/2 hours, checking and adding more water if necessary so it doesn't go dry.
