My steam cleaner will spray and the suction is fine, but when I engage it the clean water gushes out the sides. The tank empties in a matter of a few minutes.

The tank might have been put in incorrectly. Check your owner manual.
Filter area may be clogged.

Seems like the first answer is to recheck to make sure the tank is positioned correctly. You can read instructions on how to do this on this site (or your manual if you have it).

If no solutions work you can always ask Bissell support for help but most likely all they will tell you is to take your machine to your local Bissell shop.
