This is the sort of question that everyone usually likes, as it is definitely out of the ordinary and finding information is usually more difficult.
Although in poor condition he is an advertising icon for the Orenstein & Koppel (normally abbreviated to 'O&K') a major German engineering company specializing in railway vehicles, escalators, and heavy equipment.

It was founded on April 1, 1876 in Berlin by Benno Orenstein and Arthur Koppel and closed 9-23-2019.

It appears he was originally made as a novelty key chain'

Perhaps this figurine is from the same series:

Possibly made in Japan per the markings. This celluloid CK toy figure is priced @ $77:

The photo does not show the top of the figurine. I think there is a loop on the top and this is a Key Ring Keychain O&K Worker figurine, like this one:
