What is this piece of furniture? The top rotates and has two hooks on the side, maybe for a potter's wheel.

Could be a barstool.
It isn't sturdy enough to sit on. Also, the legs detach half way down.
I am not positive, but it looks like it may be some kind of camera accessory. Some type of tripod. That would explain legs, hooks, & spinning top.
I have something similar that I put my paint palettes on when I'm at my easel. Not quite exactly the same, but that is what I use mine for.
This has me stumped.. I've never seen anything even similar.
The handles and the high piece in the center are really a curiosity.
Do you have any background information on your table?
Here is a link that has some ads that offer "free" appraisals but you will need a clear picture or two and measurements. Also, any markings you might find on the underside. Maybe you will find out and please keep us posted.
