Giuseppe Armani Capodimonte is the maker. The year is between 1980 and 2000. Have seen him called hobo, old man, and clown with accordion.

As to value, I haven't seen one sell in a while. You could always start high like $700 and take best offer which could be as low as $25. Yes, huge range. There are not a lot of this guy out there because he is so fragile and many didn't make it, but the value of figurines is all over the place. If you have the box and original paperwork, be sure to mention that in a sale. Those always fetch more than just the figure.

Your figurine is made by Giuseppe Armani Capodimonte. I am not finding the exact one you have here but there are so many of them listed online. Etsy has a large number of these listed for sale and so does eBay. The prices vary greatly between the seller. Some figurines that are the same can vary greatly in the price people are asking. I was hoping I could find some that had sold recently that was similar to yours but I didn't have any luck at all.

If you are wanting to sell this item you can try to list it around $35-50 and see what people offer you. The reason I give this price range is that that seems like the average price range that people are asking for their figurines. I do see a lot listed for a higher value but these are larger pieces.
