Was the step dad her legal guardian? These are questions for social security. Make an appointment and bring any relevant documents.
With Social Security benefits every case is different because they are the only service that will have all the information/facts.
Whoever is her legal guardian should go in person to the SSA office (call for an appointment) and ask this question. They will need any legal papers showing who is the legal guardian as well as social security numbers for everyone involved.
I do not believe she will be able to receive benefits if he was not supporting her but only SS can answer your question.
