If your 13 you should not have to ask for permission to shave.I am the mother of seven children, and I do not keep track of what they do in the bathroom that is your own privacy.You could make hints too her or just come right out and tell her what is happening too you at school.
Wait a minute here. I have a problem with a parent telling someone else's child what his/her parent is doing wrong. This is a parenting choice for that home only.
I'm sorry you haven't gotten the answer you are looking for. You might try reading this guide for some other ideas. Personally, I would discuss it directly with your mother and father. If they have been unhelpful in the past, maybe get another female family member to help you talk to them. They just don't want you to grow up too fast.
