Brown ground beef in skillet; drain. Combine with soup, water, onion flakes, bay leaf, salt and pepper in slow cooker; mix well. Stir in beans, corn, carrots, and cabbage. Simmer, covered, until cabbage is tender.

Boil cabbage in water to cover in saucepan until tender. Pour off excess water. Brown sausage in skillet, stirring until crumbly. Add sausage and remaining ingredients to cabbage, mixing well.
