Your doll's designer/artist is Angela West and Some of her dolls are one-of-a-kind, while other dolls were produced in the 500's but this information appears to be only on the original COA that came in the original box with the doll.
Some of her dolls are valuable, so it would be best if you try to find out more about this particular doll.
Since there are so few of her dolls online - for sale or sold - You'll have to go to the doll forums to obtain information and current value.

Angela West currently makes christening gowns that are very expensive.
There are several doll forums that may be able to supply more information - value is another thing, and most of the members do not offer info on value.

This is one of those mass produced dolls that were advertised as collectibles. Yours is one of 695. I cant quite make out the signature. It is worth $15 or so, assuming you can find a buyer.

There are 34,000+ results for dolls manufactured in 1999 just on ebay alone. You may be able to get $25 for your doll. Dolls have flooded the market...so most aren't worth very much. You may be able to find a doll like yours on ebay:

This is a Vintage Angela West Christening Porcelain Doll.
I found several vintage Angela West Christening porcelain dolls:

They are in their original boxes, they have some ware due to age.

Since your doll does not have its original box and COA, the price is lower.

You have a Christening Porcelain Doll doll made by Angela West.
Your doll is from a limited edition of 650 dolls, the number is 89. The doll had a name, but since you don't have a certificate, I'm not sure it's possible to find out the name now.
